The zip/7z files in the 3.0.20 folder in the download archive still contain v3.0.19 - didn't try the installers. I've tried both vlc-3.0.20-win64.zip and vlc-3.0.20-win64.7z, and I don't see any such problem there. Both the EXE and Help=>About correctly show 3.0.20. Weird: only happens on the Win10...

Tested actual version 13.5.2981 on Win10 - not stealth.
Creates "MultiCommander"-key in HKCU\Software. Could be triggered by some settings. Deleting apparently doesn't affect functions/settings, but the key reappears on every start.

It should be mentioned, that after uniextracting you get two executables in the {app} folder: rc,1.exe and rc,2.exe
The smaller one is the 32-bit version - so you can rename them accordingly: rc32.exe and rc64.exe

Sorry to say - but for this you don't need Nircmd ;-) In the second line you can simply add the "/wait" (start /wait) switch, it does the job as well. Most non-portable programs, even those with cluttered and complex settings/entries can be made portable with simple batch files like this -...
