software from efficientsoftware.net ?

http://www.efficientsoftware.net/ - seems to have some free and portable programs
but after doing a search of this forum, there's only 1 mention of the free diary from that site
are these programs not popular for a reason?

I think you're going at this from the wrong direction: you should point out WHY we should be paying attention to this web site rather than wondering why we're not. The website you mention doesn't exactly scream "hey look at this!".
  • Obvious? Website only has 3 free programs, all at the bottom of the page.
  • Portable? No mention of offering no-install versions or use with USB drives.
  • Better? Don't appear to be any better than current freeware offerings listed on the site. For example, is the password manager listed on the site better than current offerings like KeePass?
Another minor issue is on the description of the Diary program: "the login password is encrypted by the irreversible algorithm of SHA" ... but that's not an encryption method. SHA is a system that's important for security (authentication), but doesn't make something hidden or scrambled.

If you are in some way affiliated with this company, please tell them to fix that.

Click on "Read More ...
and then on the differences between the Pro Edition and Free Edition.
Scoll down and you will find a portable/free (but limited) version.

EfficientPIM Free Portable

Although it looks portable, I'm not putting this in the Submission section yet because I don't really think it would be a useful addition to the database. I tested this program out last night and here's a rundown:

Looks really sharp and well designed. Has a lot of nice features, and will undoubtedly find some happy users, but it can't compete with EssentialPIM (and in some places, Thunderbird).

* Doesn't work with other calendar / PIM programs (iCal, Sunbird, Outlook, or any other major tool)
* Exports to text or HTML, but won't import from anything other than TXT or a CSV file
* Doesn't work with online calendars like Google's
* Only the pro version will show anything other than a day or month view on the calendar.

The included password manager doesn't compete with many options here on the site. It will save your information but there's no form-fill capability, nor will it launch your default editor, email client, or web browser to get you there.

In the pro version:

* Group options
* Various different dynamic calendar views
* Spell check

I'm not sure what group options are, but EssentialPIM has the other two elements.

Anyway, hope that's useful to somebody.
