Tested: Untested

The ZIP file didn't work for me on Windows XP SP3, so I download the PAF installation instead and still it didn't load.

I don't know, may be it need be written in new topic, but if you, guys, want very advanced(too difficult for me) barcode app, look at Zint http://sourceforge.net/projects/zint/
A barcode encoding library supporting over 50 symbologies including Code 128, Data Matrix, USPS OneCode, EAN-128, UPC/EAN, ITF, QR Code, Code 16k, PDF417, MicroPDF417, LOGMARS, Maxicode, GS1 DataBar, Aztec, Composite Symbols and more.
Extract and run qtZint.exe. I hope it's stealth.

QRGen

webfork wrote:This is a good answer to the Barcode Generator thread awhile back. I would also like a barcode *reader* but no luck yet.
I found a Quick Response decoder that seems to work well in my limited testing. Supports drag-and-drop and worked with limited testing on a variety of standard black and white QR codes or with designs in the center (not multi-color or with some kind of background image).

License: GPL
OS: The author lists compatibility only with Win 7 and Vista, but worked fine for me on WinXP.

Negatively, the program just shows the text associated with the code, doesn't ask you to execute it (in the case of a web URL) or send it to your network connection (as in the case of a WiFi code).

Other options researched:

QRreader
Site: http://www.softpedia.com/get/Others/Mis ... ader.shtml
Not portable. Requires Adobe Air, GPL, works on Mac and Win

CodeTwo QR Code Desktop Reader
Wouldn't uniextract, requires dotNET 2.0

AddictiveTips: http://www.addictivetips.com/windows-ti ... h-codetwo/
Softpedia: http://www.softpedia.com/get/Office-too ... ader.shtml

Dansl Desktop QR Code Reader
Has a \DesktopQRScan subfolder separate from the install that might be portable but same problem: dotNET requirement. Hopefully get to test this out on another machine.

Some experiments with qrDecoder:
- the zip file available for download is fully portable and stealth according to my test, the PA version is only to integrate it with the PA platform
- it was able to read QR code with meCard in it but displays all records in one row, separated with ";"s
