On a related comment about this thread and since I couldn't find any thread or post about it...
I came across this App called jBrout (j for JPG, Brout for BROWSE) via a write-up Here

I had to install it, copy files and Uninstall it to run it as PORTABLE?, stealth= Unknown (don't think so)
I was able to TAG many many photos with Keywords in a very short time, TAGS can be organized in a tree structure and Drag-Droped into selected photos, It has very nice Search and Filtering options to quickly find images. It's a pity that it has not been updated since 2010 and seems Abandoned, but... It is still good and works fine in my Win10 x64
Hopefully its of use for anyone.

@Midas yes, that's where I downloaded it from, it's python based thus the heavy ~90MB "uncompressed" size, I think it can be made lighter by deleting some files/plugins but I can't test right now, for me, this App is like a thrown away gem I found in the trash since I'm in charge of organizing tons of photos of my numerous family. lol

It seems that jBrout has been exported from Google Code to GitHub and it has also been forked (search GitHub for jBrout).
