Submit portable freeware that you find here. It helps if you include information like description, extraction instruction, Unicode support, whether it writes to the registry, and so on.

Simon the Theora Codec is unstable and in its alpha stages and should only be used for testing... it is ok for small video but h264 blows it out the water onwards.... I use ffdshow+virtualdubmod for all my video needs unless I need foobar or oggdropxpd(p4) for flac/vorbis audio
also... this is a console app almost all console apps are portable no settings stored and such so yea it *should* be portable..
