It has 'PaintDotNet.Configuration.json' instead which contains "EnablePortableMode": true. Settings are then saved in 'PaintDotNet.AppSettings.json'

Topic update: as noted above, Paint.NET v5.0.13 released 2024-03-05 (changes at https://www.getpaint.net/roadmap.html; check the blog post announcement as well its forum post).

Is Paint.NET free?

There are two releases of Paint.NET. One is free, the other is paid:

• Classic: The "Classic" release is downloaded from this website and is provided free-of-charge.
• Store: The "Store" release is downloaded through Microsoft's Windows Store and is paid.

The functionality is the same for each release, except that the "Store" release has fully automatic updating.

Paint.NET runs on Microsoft .NET 7[!], which is included as part of the app. It does not need to be installed separately.
