Magic File Renamer

Submit portable freeware that you find here. It helps if you include information like description, extraction instruction, Unicode support, whether it writes to the registry, and so on.

This it the BEST renaming utility I could find. And I tried ALL of them.

the version 6.x requires .NET

BUT BUT....

the version 5.x does not require .NET and it looks portable to me

The version 5.x does not support unicode for those interested. The .NET version probably does, but I haven't tried it.

This is an evaluation licence good for 100 renaming operations only. No support for Vista.

The only free version is MFR 3 R2
