Scouring the Web for a new 'notepad' application, just happened upon EditBone which I think deserves mentioning here...
It should be added that, although it has only a x32 version, it's open source and from my cursory testing, it has a (skinable) modern interface, consists of a single executable with an adjacent folder of code examples, and seems to save all it's settings in an INI file in the program folder.
