How would I go about making IE 7 portable? I would like to modify settings before making it portable. Any advice or applications that would assist me would be greatly apperciated.

Usually..if I got this kind of situation..then I search for alternative solution.
Like..Maxthon v2 (browser based on IE engine)..something like..a jacket for IE (maybe).

I did make a internet explorer 8 portable a short while ago and it worked better than i expected.
It was tested on a very heavily stripped down xp without internet explorer and it worked as if it has always been installed, also tested it on xp where the security has been turned all the way up, which made ie severely crippled but ran the ie8 portable and you can do what you want to it.

Both run completely in a sandbox, they do not effect/modify the host system in any way.
Edit: For XP sp2/sp3 only.
