Submit portable freeware that you find here. It helps if you include information like description, extraction instruction, Unicode support, whether it writes to the registry, and so on.

Its interface is halfway between an application for the children (like TuxPaint) and a serious editing program (like the GIMP). Anyway, PhoXo is powerful enough for home edition.
Not stealth, though. Leaves an empty folder in %APPDATA% and lists itself in the OpenWith registry entries.
Either way, it may be worth adding it to the database, if someone shows interest in it.
Update: The "Free Select" option is broken in WinXP. I couldn't close the loop with any key that I could press on the keyboard (most editors like this it's the "Enter" key). I also couldn't press anything else either. Had to open the task manager and End Task the whole program.
I'd say wait until the next version comes out but it's at v7.1. It's not exactly in Beta.

I believe that this behaviour was introduced in V8.0.0. I was looking for the 7.1 installer to retest but could not find any (from a reliable source that is).

Opens standard image files as well as PSD files, saves to standard formats, as it's own oXo format, which presumably stores the frames. Anyway, program was very nice. Preview tools for prescribed changes are remarkably fast and it's an excellent intro paint program that has a lot more features than I expected.
$PLUGINSDIR content is installer related and can be safely discarded. Disregarding this, the recipe works alright for v8.1 on XP SP3 -- Phoxo auto renames itself 'Portable Edition' (see 'Help | About').
