I'm surprised that this isn't in the database or even in a forum!
It's a portable version of 'Virtual Magnifying Glass'.
The program shows a magnifying glass lens that follows the mouse movement.
You can move the lens around the screen to view magnification of any screen area.
To close the lens, click the left mouse button.
Virtual Magnifying Glass also adds it's own system tray icon. Left-click on the icon offers a shortcut for launching the lens again.
It's one of the better implementations of this type of program.
I have no reason to doubt its portability given that the portable version was provided by John T Haller.

The program can be extracted via UniExtract and the files can be arranged according to a readme file.
