Requirements: lame.exe. Download from Rarewares and put the exe to the same directory of all2lame.exe (or somewhere else - set in the program)
Very small and easy to use. See http://wiki.hydrogenaudio.org/index.php?title=LAME for your best encoder setting (i used -V 3 --vbr-new because of the lack of freespace).
If you want to preserve ID3 tags, copy tag.exe (see the homepage: http://members.home.nl/w.speek/download/Tag.zip) to your all2lame directory and choose Copy tags from source files. Love it
+ More encoder front-ends: visit http://members.home.nl/w.speek/ , for all, use Multi frontend
+ You can try RazorLame (portable too) but i don't like it much
