Dev-C++ Portable

Dev-C++ is "portable" but it must be launced with "-c ." It also uses absolute paths in the devcpp.ini file. I wrote a launcher for it that uses the -c switch and takes care of the absolute paths.

it's updated to 6.30
I have tried many time to compile lame.exe and audacity without luck , on the contrary never been able to compile anything with any c++ compiler
had someone compiled some opensource with a c++ compiler or dev c++
