Wireshark

Submit portable freeware that you find here. It helps if you include information like description, extraction instruction, Unicode support, whether it writes to the registry, and so on.

It is technically portable, but it is a nuisance to run the uninstaller for WinPcap when you close Wireshark.
is it stealth? ;)

Currently, Wireshark stable is v1.10.8 (changelog at http://www.wireshark.org/docs/relnotes/); the PAF package can be downloaded from http://www.wireshark.org/download.html.

For what purpose? Network monitoring? Network capturing? Portable alternative? Why you don't want to use Wireshark itself? They have portable version (in PortableApps format).
Anyway, check NirSoft's Network Monitoring Tools, e.g. SmartSniff

Unfortunately, I can't make a recommendation. Although I take on a lot of different computer projects, for some reason I haven't needed to test a sniffing program in years.
