Looking for portable file attribute changer

Does anyone know of a portable file attribute changer. I was so very close to installing "Attribute Changer" at...

My mind almost rebels at the thought of installing an app. The words installation, install, installer, etc. have become almost filth words, as far as I'm concerned.

Preferrably,
1. It will change file dates (modified, creation, accessed).
2. It is free for personal AND commercial use.

Ok, I may have found one here, using the database of the Freeware World Team...

Thoughts: The size of the file is quite large for the seemingly simple task. It would be even better if there was a check box to use the same date as the date selected. This would save the time of filling out the date 3 times.

If you have a use for this type of utility, let me know what you think and if you find anything smaller, better, etc.
