KeyFreeze is a FREE Windows application that blocks your keyboard and mouse without “locking” the screen. So your kids can safely watch a cartoon or have a videochat with their grandparents
Download archive and extract anywhere. Run BKeyFreeze.exe and it will lock keyboard/mouse in 5 seconds. Ctrl+Alt+Del to unlock. Standalone program.

It worked fine on Windows XP SP3.

I know a way, but I don't know if I can call it easy. I just did it for demonstration.
This method requires
Process Hacker and
Universal Extractor.
First, I dragged and dropped
BKeyFreeze.exe over
Process Hacker\x64\peview.exe.
I see the file is
UPX compressed. So, I decompressed it with Universal Extractor. Then I dropped the resulting file over
peview.exe.
That's better. The important part here is
Subsystem version. Here it is 5.0 which means Windows 2000.
However, there may well be W2K-specific bugs...

I can't understand why developers use UPX, surely this should be down to the end user and it decreases performance.

By the way, it looks like the hashes in the program page are wrong. I got a file with an MD5 hash of CCA6B5EF35A5B82FB1444A13F7C7EA76 and SHA-1 of 3C554CC2CCCDA09D89C49AC612BD2392D283BFDF.

Does this still require admin rights? I'd like to include that in the entry if so.
