Startup Control Panel is a nifty control panel applet that allows you to easily configure which programs run when your computer starts.

There are 2 versions.One with installer (59 kb) and the other is the Standalone EXE version (34 kb)
It's very small and simple to use.

Startup Control Panel is compatible with all modern versions of Windows through Windows XP. Windows Vista, after all these years, finally has a very good startup manager built-in; go to Control Panel > Performance Information and Tools, and then click on Manage Startup Programs on the left.(copied from site)

I do not know anything about registry entries.

I wish somebody would check this out! There are a lot of other programs as well on his site http://www.mlin.net/

I downloaded the standalone EXE version.
The other version places a startup.CPL in the windows folder.
Mike Lin has made this page for detailed instructions to uninstall: http://www.mlin.net/StartupCPL_uninstall.shtml
Both versions leave some traces in the registry:
>> HKEY_CURRENT_USER\Software\mlin\StartupCPL
>> HKEY_LOCAL_MACHINE\Software\mlin\StartupCPL
So, the standalone version is IMHO portable. The registry entries are just a few and not important.
Personally, I prefer autoruns. It's in the database
