Up for your consideration is Pixopedia 2014 in 32bit form. No high system requirements as I use WinXP SP3 ONLY but the site says it'll even work all the way down to windows 95 as long as you got a gig of RAM & a pentium 4.

This is quite a powerhouse with a bit different workflow be prepared to take some time for study. Very powerful & unique brush engine much different from your photodemons-pixbuilders-etc...

Interface is open & most buttons engage panels that open or pop out-

Good add -- the intro videos are helpful to show what the dev was trying to build (especially liked the part 2 brush intro: https://www.youtube.com/watch?v=IkG8cGejYdY). It uses what was more of a standard interface for graphics tools back in the early 2000s, but it's not stuck in the past.

Os: Windows Xp/Vista/7/8. Note: If you want to install and run Pixopedia on Windows 95/98/NT/2000, you need to download gdiplus.dll somewhere from internet and put it in win-system directory.
Screen resolution: minimum 1280 x 1024, recommended 1920 x 1080 and higher.
CPU: Pentium IV and upward.
Memory: minimum 1GB.

I am in the process of feeding my kid with various painting software for his pursuit of digital art. This one turns out to have a much steeper learning curve than he can handle.

However, I get the sense that this is a really powerful tool and could do wonders in the hands of someone more experienced. Plus it is freeware and portable, so it should belong in the database.

I recall seeing a thread somewhere recently that Blender was one of the most complex and unique programs out there ... it could probably see a similar notice. That said, a friend of mine who took up 3D artwork (not the most technical person I know) seemed to figure out some strong artwork so maybe it's just because it does a million things (3D art, 3D animation, video edition, and more).
