Submit portable freeware that you find here. It helps if you include information like description, extraction instruction, Unicode support, whether it writes to the registry, and so on.

ControlPad

ControlPad turns the numeric keypad on your keyboard into a Windows command execution system. You may configure any alphanumeric code to: Execute any program, open any document, open any web address or send any series of keystrokes to the operating system.

But it does a lot more than that. It takes the concept of hotkeys in a very intersting direction. I have only encountered one other application which works on a similar principal, and ConrolPad is by far the better of the two.
