is there on?
i have one for my mobile but it does drain my battery.

I'm sure there's many tools like this but the more accurate choices are likely found within a larger tool like a DAW.
I did find this little app (OpenMetronome), it's free and portable -> https://sourceforge.net/projects/openmetronome/ - it got good feedback, give it a try.
There's this (TempoPerfect) -> https://www.nch.com.au/metronome/index.html - only thing here is if you could extract out the app and not have to run the installer (the reason I posted it), you might be able to get a portable app, likely not stealth though.
and here (Fine Metronome) -> https://softradar.com/fine-metronome/ - download is to the right (big green bar).
Again, I bet one of these apps that have only an .exe installer could be extracted and run from the \app folder - this is something that TPFC is accustomed to doing.
Don't forget to run the files thru https://www.virustotal.com/gui/home/upload to be safe.

I noticed in the pic of an app that's in the TPFC database -> (ChordEase) https://www.portablefreeware.com/index.php?id=2631 - there's a metronome within the app that might work for you. ChordEase is only a 2MB download... https://chordease.sourceforge.net/index.html
Don't forget to check the Categories here at TPFC -> https://www.portablefreeware.com/all.php - you might find a gem hiding out in Audio, Education... there's a few apps that might have a metronome, Solfege, but it's a large program if all you need is a metronome.
