Windows’ built-in “Run As” command allows you to launch a program under a different user than the currently logged in user, However, runas.exe cannot be automated it requires that the user type in the password for the alternate account , RunAsTool is a Portable Freeware and Allows standard users run a specific program with administrator privileges without the need to enter the administrator password each time. This allows you to provide users with access to program that require admin rights.
How to use
With RunAsTool You don’t have to use Cmd or any parameter to allow a standard user run a specific program with administrator rights , just download and extract RunAsTool , drag and drop any program , bat , vbs ... that is all - you can create shortcut too

Based specifically on the description above, this is more for admin rights, but I tested it out with WPD (which requires admin rights) to run as limited user. This is basically a test of trying to force a program to run without adequate permissions.
Unfortunately WPD just prompted for UAC access and then started as normal.

Thank you for your test , For the most developers Portable" means only "no install" because of the marketing strategy

Yes, that's something we deal with in an ongoing way. "No install" programs certainly have their place in getting around computer restrictions.
