sorry, but it is not really portable, the user.config is stored in AppData in a folder dependend on the location of the exe. This is a typically .NET behavior. If you move your exe, your settings will be lost.

I think data directories would be fine but I'd definitely steer programs like this away from system directories like c:\windows and c:\program files

Your folders will be moved to recycle bin, so you dont have to worry. Nice app, but author of this app should really learn to use some kind of config file like shaegar said:D
