RealWorld Paint is an image, photo, and animation editor that includes support for layers and layer styles, photo retouching, and vector layers. Also supports Photoshop plugins, animated GIF and PNG formats, and a variety of downloadable extras including plugins, layer styles, brushes, etc.
The program includes a basic screen capture program, and can import/export to Photoshop, GIMP, and Paint.NET editors. A command-line interface is available for exact coordinates when drawing shapes and an in-place calculator for use with simple expressions (like "256/3") when setting filter parameters.

Layers and photoshop filters? Too much for a free graphics editor. I think it will become portablefreeware.com's favourite.
Btw it's former paint.COM.
