Hi PhotoDemon ;-) - just wanted to send you a screenshot of the message appearing when I try to start the program... but PhotoDemon updated itsself and now the problem is gone. Means version 8.2 is working like a charm (and like old version 7.0) on my machine. Thanks for so much backwards-compatibility!
v8.2
Hi Zorro. PhotoDemon developer here. PD shouldn't have any new dependencies between v7 and v8. (In fact, its system dependencies haven't really changed since the Windows XP era!)
If the app was working for you in the past but it doesn't now, please get in touch so I can investigate. Contact info here: https://photodemon.org/about/contact/
No .NET libraries are required by PD or any of the 3rd-party libraries it uses, but like all Windows apps, it does require *some* system libraries to be present. This includes the VB runtimes built into Windows 8.1 and 10 (full list here: https://docs.microsoft.com/en-us/previous-versions/visualstudio/visual-basic-6/visual-basic-6-support-policy#runtime-definition). If a determined user manually removes those libraries, PD is unlikely to run. I'm afraid I don't have a way to prevent this. :(
Thank you in advance for any follow-up information you can provide. I no longer have a Windows 8.1 system available for testing, but if I've somehow broken PD on it, I'd love to fix it as quickly as I can.
v8.2
PhotoDemon must have some dependencies since version 8, because it won't start on my 8.1 machine without any Net- or VB-runtimes. Could be related to the exiftool.exe found in the plugins folder - as far as I know, newer exiftool versions need NET.
v8.2
Hey...ALERT-ALERT! PhotoDemon has improved...If you wander to the nightly builds & DL (7.2.2 AlphaXXX) You getta version with layered PSD support. Tested last night.
So GET IT! Go...Get outa here!!
v7.0.1
@__philippe: It's so far really, really great. I'm tempted to bump up the current version to the beta just because it's such a leap in available features and (so far) quite stable.
v6.6
@webork - Special Treat...;-)
PhotoDemon v7.0-ß1 07NOV17 Beta release (to supersede current v6.6 dated 08APR15)

v6.6
The graphics editor I use most often just to tweak and modify photos and images, especially for desktop backgrounds. Outside of that I've enhanced more than a few presentations by making color edits that PowerPoint's inexact image tools couldn't do. I love this program.
v6.6
@ billon: Thanks ... and updated ;)

v6.4
Thank you so much for the follow-up, Zorro! My favorite bugs are the ones that fix themselves. :D
